Landlord has not returned security deposit

I ended a tenancy in December 2025 and have not received the security deposit despite providing my forwarding address and request for it. To file with RTB, do I need to have forms RTB 40, RTB 41, and RTB 47 sent to the landlord? I had sent my notice via text, which the landlord replied to.
