Doctor malpractice

I’m writing this to get advice and also see if anyone has dealt with something similar in Lebanon.
Two years ago, my father broke his arm and had surgery done at Saint George Hospital by a doctor there. After the operation, his arm healed in a very abnormal position (around 40 degrees off), and it never looked or functioned properly.
When we went back about three months post-op and showed the doctor, he dismissed it and blamed my father, saying he didn’t rest enough, which didn’t make sense given the situation.
Fast forward to last week, we discovered something we were not told before: my father has lost full function of his thumb. There is no proper connection and it appears a tendon issue was missed or mishandled during the surgery.
We took him to another orthopedic specialist recently, and the new doctor was very clear and upset about what happened. He said the previous surgery was poorly done and that my father now needs another operation to repair it. The estimated cost is around $7,500, and even then, there is no guarantee they will fully recover the tendon connection. His shitty insurance company says can only cover $450 of it - leaving $7,050$ to be paid in cash
