Lack of pay consistentence across civil service departments?

Mostly just. Rant and question. But why isn't the bottom pay bracket for each grade aligned across departments?

For example a HEO at HMRC starts at £37,682 whereas a HEO at home office has different bottom brackets e.g. £38,419 for a HEO learning design business partner

£39,500 for a HEO project support officer

HMRC seems to have a dedicated starting salary regardless of role for each grade.

I also can't understand why Home office grades are on average paid more than HMRC or other sectors when HMRC is the bigger revenue generator.

My partner has had two internal interviews so far both using experienced based questions but she's said they so poorly structured it's impossible to answer them using a STAR method or near impossible to prepare for.

So both interviews have asked questions like "Describe how you WOULD anylse complex data" "Describe how you WOULD respond if a decision you made was questioned"

And even worse "Acting as a NMW caseworker how WOULD you do xyz"

It's impossible to use the Star method for a WOULD hypothetical question? And it's impossible to know what a NMW caseworker would do to perform the task when you're apply from outside the NMW sector?

Surely experience based questions should be formatted or asked in a way like "tell us a time when you demonstrated XYZ" that would allow people to draw on past experiences rather than try to imagine how they'd handle a hypothetical situation.

It seems like the structure of those questions are designed to through you off when you prepare to answer questions based on past experiences
