Why in so many middle eastern countries (and more specifically dictatorships) most generals are major generals or lt generals despite higher ranks existing. For example, most Syrian generals during the Syrian Civil War only got those ranks and nearly all minister of defenses and other high ranking positions were the aforementioned rank. Any specific reason for this or is it about control for some countries?
