R5: Using Xerxes, King of Kings, Corona Civica every age, getting the +1 settlement limit in both the Militaristic and Expansionist trees, at least one Militaristic or Expansionist independent power per age and getting +1 from each, the Fealty legacy card (+2 settlement limit), and going Rome -> Normans -> Prussia, I was able to achieve a settlement limit of 44 with two more civics left to unlock that would have added on 2 more.

I also achieved the highest number of promotions on one commander I've ever had, 14.
