Is there a European CAA license ranking?

Hi colleagues!

It might finally be my time to apply for an EASA license 🥳🥳

As I’m italian and I’m working for an italian part 145, logic would be for me to apply for an Italian license BUT, in my opinion, italian authority works veeery bad and, as I’m European, I should be able to apply with every EASA authority. Unfortunately, lot of authorities “don’t have capabilities to process more people than natives and people working in that state” but some authorities, Malta and Austria for instance, accept everybody and, apparently, they work in a “human” way (at least, compared to Italy). 

Malta, moreover, is also already recognizing my company’s internal OJT for B1, which is a great thumb up, so I was thinking to proceed with them. 

What I was wondering is: is there any kind of ranking between different EASA licenses or, as long as it is an EASA license, every license is the same?
