In his memoirs, Jean Monnet recounts that, following the Declaration of 9 May, Robert Schuman was in a hurry to catch the train to London so he could discuss his project with the British, and so found himself having to evade questions from journalists seeking further details on how the project would be structured. At one point, one of them exclaimed, ‘In other words, is it a leap in the dark?’. ‘Exactly,’ replied Schuman soberly: ‘a leap in the dark.’
