You asked for it, and I subjected myself to listening to both of these albums you wanted to compare. RISK VERSUS ST. ANGER.
Disclaimer: This is all my observations. I love both bands immensely, so picking them apart will be fun.
My Scale ranges from 1 (absolutely terrible) something like blood on the dancefloor, Emmure, Wasp, or something totally shameful to the history of music
to 10, being something that is impeccable and stands the test of time, think something like Dark Side of The Moon, Rust in Peace, Abbey Road, etc.

Listening to both Risk and TWNAH, I came to a conclusion:
Risk has still has some bad songs (maybe 2-3); but in general, I don’t think it’s actually a bad piece of music. Now; compared to the REST of what Megadeth‘s made in their 40+ years, it’s at the bottom, but as an attempt at something different, I think it’s extremely overhated because the same band made such opuses as Rust In Peace or Peace Sells. Maybe it’s bad as a Megadeth Album, but it’s not bad as a rock album.
The World Needs a Hero is a different story. It sounds like a watered down equivalent to their past catalogue, which honestly comes off as a worse album to me. It has the makings of trying to return to their golden years and it falls short on more than a few occasions. Is it awful? Not really, it just feels very lackluster when you realize that this was supposed to be Dave trying to return to what made them famous originally.
I’m 90% sure Jack Black wrote ‘Legend of the Rent’ from School of Rock about Dave Mustaine 😂😂 if you really look at the lyrics, isn’t it spot on? Dewey Finn was also a lead guitarist who got kicked out with no warning or a second chance and he went back to struggle at paying the rent!
