Travelling with baby + permesso ricevuta…

I’m British and have a long term permesso that I picked up today from the Questura. I will now add my five month old baby. We have flights to travel to the UK in August, especially for her to meet my granddad who is old.
I imagine we won’t have her permesso card for another 6-9 months. I’ve been told that we can’t travel on her ricevuta as it’s her first permesso. However, if we travelled directly to the UK could she travel back and enter as a tourist or would she be allowed to enter as she is a baby despite entering on her ricevuta?

I have a small baby and need to pick up my permesso di soggiorno from Via Botticelli. I never received a text SMS, the police at the Porta Susa questura said I could go whenever to Via Botticelli.
Last time I went to the questura I had to wait for 3 hours standing with my baby (which was difficult as I had to breastfeed).
Is there a good day of the week or time of the day in which the queues are slightly shorter…?
Also, is there good parking nearby?
