The Starfarer's fuel pods went from being able to hold 60SCU each to now just able to hold 12SCU in the PTU
So logic says you use 5 pods for Hydrogen and 1 for Quantum so that's 60SCU of Hydrogen and 12SCU of Quantum total.
So the ship designed for heavy refuel can only fuel about 5 small ships before it has to resupply...
That means refueling large ships will need multiple trips or Starfarers to accomplish.
