Found something concerning during a performance audit. Our React rendered cookie banner has a window of roughly 200 to 400 milliseconds where GA4 fires page view events before the banner even appears in the DOM. We are using GTM. Standard implementation, nothing unusual. For GDPR this is clearly wrong. For our California users, is this a CIPA section 631(a) issue or is GA4 in a different category from live chat and session replay tools? Trying to understand the real risk level before I escalate this to the team.
