Need light suggestions and soil suggestions

I am trying to get light setup for around 500rs, I just want to grow some low tech plants nothing crazy, I did some research and looks like i need around 37W-60W lights, i have a 75 litre, 60cm tank.

current good options ive seen so far:
1.Wipro Garnet 20W LED (6500K) with 2000 Lumen

2.Crompton LED Flood Light 20W

I only listed out 20w cos i wont be growing too many plants rn and only one side of the aquarium, I'll add another light once I learn how to grow them,

Also I am confused on how to mount these diy options, I am looking to take inspiration from yall's setups!

Need suggestions for budget friendly soil too (I dont want to use the soil from my garden), I have 3kgs of river sand to lay on top of it.

White spots appeared on my tank

These white spots appeared on the glass today, what is it? do I need to treat it?,
also one my angelfish doesnt seem interested in eating food at all, it swims around fine though.

and my filter turned from bright yellow to brown in a span of three days, is that a good sign (maybe growth of bacteria or sum)?

Need help with top filter placement

I am building a top filter using a plastic garden pot, I don't know if it's safe to keep a slab of glass across the width of the tank and then place it on top of it, will that put pressure on the tank and break things?

My tank dimensions: 60cm x 30cm x 36cm

Need adivce on plants attempt.

I got three plants just to experiment and see if im able to grow them,
I did a bit of research and found out i need lights, gravel with root tabs or aquasoil, but I dont have any of them now except for gravel.

I was thinking what if i put the plants into a cement pot filled with water and gravel on the bottom and then kept it outside for direct sunlight, later add some root tabs. Is this worth giving a try? I will keep this setup until i get lights a few weeks later.

Need suggestions for budget friendly:
-root tabs

-lights

-maybe fertilizer too

And I forgot to ask the shopkeeper for the names, so ill attach the images and someone can help id them.

Getting first tank need help

I am getting my first tank tomo at Kolathur, chennai. I need advice on the stuff Ill be picking at the store(what to look for, what's a fair price etc), I made a list of the stuff.

I am also thinking of diying a canister filter later, need yalls opinion on that.

I want to diy as much as possible and also not cheap out on the stuff that really matters.

Do let me know ur opinions on the list and if I'm missing anything essential on the list.

List:

Tank -2 feet or 90B type (will choose based on availability)

Air Pump

Substrate (medium fine gravel)

Rocks

One pair of fish

Foam base

Total budget: No budget but Im trying to keep it around 2.5-3k
