Every hero you choose has an ability that scales with levels, but the question is: how far?

Until level 24, when every skill and subskill has been maxed out or even beyond that? Do attribute increases scale with level?

Is level 24 the "max level" you can reach, or do these abilities stop scaling even sooner?

I've tried the wikis and I can't find any information on levels and caps and how well these abilities actually scale, but assume it can't be endlessly.

Help would be very appreciated!
