I looked through Q4 2025 and found over 600 business that obviously inflated their wage to be High-Wage to avoid refusals to process and not hire Canadians or Permanent Residents. You can find this list here: https://www.reddit.com/r/CanadianVisaReform/s/XxqByjHbuw

All that we can see are the legal business name, the position, stream approved for and postal code. This leaves them semi-anonymous when they use a numbered company as their legal name. I went through lmiagrader.com and searched for these businesses and looked to see if they have previously been approved for a low-wage LMIA for the same position and then used publicly available data to find the company's actual name as the public would know it. There are some that I could not 100% confirm the identity of, so I did not include to ensure that nobody is falsely named. Here is the list of people who were approved for High-Wage Administrative Assistants that were previously approved under the low-wage stream:

1. Kirin Group Inc is Kirin Group located at 647 Bedford Hwy Ste. 101, Halifax, NS

This property management company hired through the TFW Program for the first time in Q4 2025 hiring an administrative assistant for $30 per hour or higher to meet the High-Wage Stream so they were not be subject to a refusal to process for the Low-Wage Stream

2. Weldingaids Atlantic Ltd is Weldingaids Atlantic Limited located at Windmill Place No. 2, 900 Windmill Rd, Dartmouth, NS

A welding supply store. They filed for the first time for an administrative assistant in Q3 2025 where they received a negative assessment. They filed for an administrative assistant in Q4 2025 at the High-Wage stream threshold of $30 or higher avoiding a refusal to process for the Low-Wage Stream

3. Cloudnetcanada Inc. is CloudNet Canada located at 37 Mowry Lane, Nasonworth, NB

An IT management company. It is run from a house. They applied for the first time for an administrative assistant through the High-Wage Stream for at least $30 per hour which stopped them from being subject to a refusal to process if they offered lower than that. I also found ads set up similar to how you would expect LMIA ads to be for a User Support Technician offered $32 per hour, but there is no data showing this was completed (it may show up in the next release).

4. Confortchem Inc. is Confortchem located at 76 Boul Hymus, Pointe-Claire, QC

This company is a distributor of raw materials and has had 6 approved LMIAs since 2019. All were under the High-Wage Stream: 2 technical sales specialist, 2 purchasing agents, a supervisor of finance workers and an administrative assistant hired in Q4 2025 at a wage of $32.96 or higher which if they offered a lower wage would have been subject to a refusal to process in their region.

5. Garderie & Centre Éducatif Les Précieuses Gamineries is Garderie Les Precieuses Gmnrs located at 5763 Boul. Saint-Laurent, Montréal, QC

A daycare that has a maximum of 66 children had 2 total approved LMIAs. 1 early childhood educator under the Low-Wage Stream in Q1 2025 and an administrative assistant paid $32.96 or higher under the High-Wage Stream. If paid lower than this amount, the position would have been subject to a refusal to process.

In July, 2025 the provincial government inspected this daycare and found 21 rule infractions that include that they didn't keep the area clean, had poor safety precautions, had unqualified staff watching children, kept cleaning chemicals within their reach and many other infractions: (https://www.inspectionsg.famille.gouv.qc.ca/Apps/PRI/Formulaires/Irregularites.aspx?Compo=30056033&Langue=fr&INSP=I8#NotesBasPage). This was not resolved until October for most rules and November for the issues related to staffing. I am not sure if the business continued operating during this period but it states that their licence to operate was not renewed until October. The timing lines up with when they decided to hire an administrative assistant (Q4 2025)

6. Garderie éducative l’île d'amour inc is Nursery Educational Island D'amour Inc located at 3517 Blvd. LaSalle, Verdun, Quebec

A daycare licenced to have a maximum of 52 children that has had 7 approved LMIAs since 2022. All before Q4 2025 were at wages below $32.96 per hour including: 1 Cook,1 administrative assistant and 4 early childhood educators. In Q4 2025 they received approval for an administrative assistant paid $32.96 per hour or higher under the High-Wage Stream. If they paid any lower they would be subject to a refusal to process.

7. Le Marché Daily Kale Inc. is KaleMart24 located at 1055 Rue de la Montagne, Montréal, QC

A health food store. They applied and received approval for an administrative assistant in Q4 2025 that is paid $32.96 per hour or higher. If the individual was paid any lower it would have been subject to a refusal to process.

8. Les Centres Masliah Inc. is Les Centres Masliah Audioprothésistes located at 5847 Chem. de la Côte-des-Neiges, Montréal, QC

A hearing aid store. They have recieved 6 approved LMIAs since 2024. They first filed for an administrative assistant under the Low-Wage Stream who would have been paid under $28 per hour. Afterwards they applied for 2 more paid $32.96 or higher in Q2 and Q4 2025. If they were paid less they would be subject to a refusal to process. They also have 3 approved positions in Other technical occupations in therapy and assessment

9. 2701545 Canada Inc. is Prince Logistics located at 8300 rue St-Patrick, LaSalle, QC

This is a logistics, warehousing and trucking company. They have had 83 approved LMIAs since 2023. No that isn't a typo.

Under the Low-Wage Stream they had: 2 railway and motor transport labourer, 1 light duty cleaner, 8 administrative assistants, 1 welder, 6 material handlers, 15 truck drivers, 2 automotive and heavy equipment parts installers and servicers, 1 automotive service technician. All of these were paid below $28 per hour and most are from 2023 and 2024.

Under the High-Wage Stream pre-2025 (more than $28 per hour): 1 bookkeeper, 10 automotive service technician, 21 Truck Drivers, 1 welder, 1 Web designer,

High-Wage Stream 2025 ($32.96 or higher): 2 truck drivers, 1 heating, refrigeration and cooling mechanic, 6 truck drivers, 1 administrative assistant. If they had filed less than $32.96 per hour for any of these they would have been subject to a refusal to process.

10. 10936405 Canada Inc is Champion Freight Systems located at 249 FATHER TOBIN RD, BRAMPTON, ON

This is a first time filer and the address is a house. It is a trucking company that applied and received approval for an Administrative Assistant paid $36 per hour. I was able to find their ads. They also have ads for Truck Drivers paid $36.10 per hour. Interestingly, the ads say the contact person is "c immigration" but no email is provided. If they paid less than $34.07 per hour they would have been subject to a refusal to process.

11. 1343140 Ontario Inc. is Thermo Cool Mechanical located at 15 Airview Rd, Etobicoke, ON

This is a HVAC contractor that applied for the first time for an administrative assistant in Q4 2025 paid $34.07 per hour or higher. If they paid less than $34.07 they would have been subject to a refusal to process.

12. 2039823 Ontario Inc. is Rapid Express located at 323 CHURCH ST UNIT 20, OAKVILLE, ON

This trucking company has had 6 approved LMIAs all at the High-Wage Stream cut-off of $34.07 or higher. 3 truck drivers, 1 automotive service technician, 1 bookkeeper and 1 administrative assistant. If they offered below that wage they would be subject to a refusal to process in their area.

13. 2078644 Ontario Inc. is GTA Flooring Centre located at 4190 Steeles Ave W, Woodbridge, ON

This flooring retail store has 3 approved LMIAs. I'm 2023 they were approved for an administrative assistant and a retail store supervisor paid below $28 per hour in the Low-Wage Stream. In Q4 2025 they were approved for an administrative assistant offered $34.07 per hour or higher. If they paid below that they would have been subject to a refusal to process.

14. 2504879 Ontario Inc. is G & G Trucking Solutions located at 7050 Telford Way Unit 13, Mississauga, ON

A safety and compliance consultant for trucking companies. They applied and received approval for an administrative assistant paid $34.07 per hour or higher through the High-Wage Stream in Q4 2025. If they paid lower than this they would be subject to a refusal to process.

15. 5K Solutions and Services Inc. is 5K Solutions and Services located at 188 Wilkinson Rd, Brampton, ON

Another safety and compliance consultant for the trucking industry. It says it does driver drug testing, logbook auditing and other services for trucking companies.

They have a fairly extensive history of 15 approved LMIAs since 2017: 3 administrative officers, 7 administrative assistants (notably all since 2022), 1 user support technician, 1 supervisor of office workers, 2 CEOs (2019 and 2022). 2 of the Administrative Assistants and the supervisor of office workers were hired on the High-Wage Stream at $34.07 or higher. If they paid any less they would be subject to a refusal to process.

16. 6548318 Canada Inc is BCasual located at 95 Tycos Dr Unit- 5, North York, ON

This clothing wholesaler has 1 approved LMIA. An administrative assistant paid $34.07 or higher approved in Q4 2025. If it was paid any less it would be subject to a refusal to process.

17. A & A Medicine Holding is Heart and Health Clinic located at 70 King St E Lower Level, Stoney Creek, ON

This walk-in clinic has had 2 approved LMIAs. A family physician in 2024 and an administrative assistant paid $34.07 or higher in Q4 2025. If they were offered any less they would be subject to a refusal to process.

18. Albesol Inc is Albesol located at 6305 Danville Rd, Mississauga, ON

An electric parts manufacturer. They have 11 approved LMIAs since 2022. 4 electricians, 1 supervisor of electrical parts manufacturing, 2 drafting technologists, 1 bookkeeper, 1 finance manager, 1 administrative assistant and a user support technician.

The administrative assistant, user support technician and bookkeeper were all hired in 2025 when the median wage was $34.07 or higher to get approval or receive a refusal to process.

19. Amandeep Bajwa Insurance Agency is Amandeep Bajwa Desjardins Insurance located at 2260 Bovaird Dr E #102, Brampton, ON

This insurance agency has 3 approved LMIAs. In 2022 they were approved for an administrative officer and an administrative assistant in the Low-Wage Stream for below $28 per hour. In Q4 2025 they were approved for an administrative assistant paid $34.07 or higher under the High-Wage Stream. If they paid any less than that they would have been subject to a refusal to process.

20. Amity Migration and Naturalization Inc. is Amity Migration and Naturalization located at 4786 Queen St Suite 202-B, Niagara Falls, ON

An immigration consultancy. They were approved for their first LMIA for an administrative assistant paid $34.07 or higher under the High-Wage Stream in Q4 2025. If they paid less than this they would be subject to a refusal to process.

21. Big Blue Truck Centre Inc. is Big Blue Truck Centre located at 25 Production Rd, Brampton, ON

This truck repair centre has 6 approved LMIAs. 3 heavy duty equipment mechanics, 3 administrative officers and an administrative assistant paid $34.07 or higher through the High-Wage Stream in Q4 2025. If they offered less than this amount they would be subject to a refusal to process.

I am concerned in my opinion by the approval of 3 heavy duty equipment mechanics. The NOC website says that these are people who repair heavy duty equipment used in construction or resource extraction, however the website of Big Blue Truck Centre doesn't mention repairing heavy duty equipment and only mentions repairing trucks. In Ontario, all truck mechanics must be licensed by Skilled Trades Ontario and I hope that the company didn't apply for the wrong NOC so they would get approval for work permits and have these guys work on trucks without the proper licencing. Maybe they do or used to work on heavy duty equipment and it's just not mentioned?

22. Caros Pharmaceutical Ltd. is Caros Pharmaceutical located on Lisgar Drive or Berryman Trail in Mississauga, ON

It is not possible the locate the exact address but the postal code is linked to two residential streets in Mississauga. The reason that it is not possible is that the only online mentions of this company are on the job postings for this position which have not been taken down. They request a Sales Secrety (same NOC as administrative assistant) with a wage of $36.10 (10 cents above the new median) with an address listed of just Mississauga. There is no mention of the address anywhere but the approved LMIA list has a postal code of L5N 6S8 which completely covers residential streets. The sales secretary is working somewhere in someone's house.

I would think a company with an administrative assistant would have some sort of web presence with a phone number and email to reach them to do business, but I can't find anything.

23. Diamond Insurance Group Inc. is Diamond Insurance Group located at 60 Lacoste Blvd unit 209-210, Brampton, ON

An insurance agency. They have had 7 approved LMIAs since 2022. Pre-2025 they had 2 approved administrative assistants and 1 administrative officer. After restrictions went in place they hired 1 bookkeeper and 3 administrative assistants (all on the same application) with all 4 paid $34.07 or higher. If they were paid below that amount they would be subject to a refusal to process.

24. Future Kitchen & Baths Ltd is Mobel Cabinetry located at 111 Brockley Drive, Hamilton, ON

This cabinetry installer has 5 approved LMIAs since 2020. The first one was a CEO. They also have a cabinetmaker, drafting technologist, residential and commercial installer and an administrative assistant paid $34.07 of higher under the High-Wage Stream in Q4 2025. If they were paid less than this amount they would be subject to a refusal to process.

25. GS Exim Inc. is Neo Tooling Solutions located at 6315 Shawson Dr Unit#4, Mississauga, ON

A tool manufacturer. They had one approved administrative assistant LMIA under the Low-Wage Stream in 2022 for below $28 per hour. In Q4 2025 they were approved for an administrative assistant for $34.07 per hour or higher. If they paid below this rate they would be subject to a refusal to process.

26. Indicate Immigration Consultancy Inc. is Indicate Immigration Consultancy located at 7045 Tranmere Dr Unit #9, Mississauga, ON

An immigration consultancy with 7 approved LMIAs since 2023. Pre-2025 they were approved for an administrative assistant under the Low-Wage Stream with a wage under $28 per hour. Afterwards they received approval for an administrative assistant in Q4 2025 at a wage of $34.07 or higher. If they paid less than that they would get a refusal to process. They have also been approved for: 1 supervisor of office support workers, 2 administrative officers, 1 legal administrative assistant (also paid $34.07 or higher), 1 administrative services manager.

27. Jaiswal Financial Services Ltd. is Anup Jaiswal CGA located at 19 Woodbine Downs, Etobicoke, ON

This was hard to find. It's an accounting firm with no web presence that I could locate and the old ads have no address on them. I found it by searching the postal code with Jaiswal. Even then this building has multiple units and floors and no unit is listed.

They recieved approval in 2022 for a bookkeeper under the Low-Wage Stream paid under $28 per hour. In Q4 2025 they were approved for an administrative assistant paid $34.07 per hour or higher through the High-Wage Stream. If they paid below this amount they would be subject to a refusal to process.

Since 2017 they have had 11 LMIAs approved: 7 truck drivers,2 administrative officers paid less than $28.85 per hour, 1 bookkeeper and in Q4 2025 an administrative officer paid $36 or higher.

2. Parminder Trucking Ltd. is Parminder Trucking located at 7223 40 St NE, Calgary, AB T3J 4H2

This one I am confused by. As you probably noticed on my previous posts, the trucking companies are extremely easy to locate because they are required to hold a USDOT to operate which has a public register that goes over all of their details. I can not find a USDOT for this company at all. By operating name, by the postal code, by the address, by the owner's name (as per LinkedIn). This does not mean that it doesn't operate, in fact there is significant evidence that it does. The reviews of the company show numerous reports of people nearly being run down by their trucks and complaining. Many of these reports have pictures of the trucks. There is a possibility that it runs under a completely different name on USDOT as a subcontractor of another company.

Since 2022 they have 4 approved truck drivers before the median wage rose to $36 per hour and one afterwards which means they are paying the new one $36 or more. 2 approved administrative assistants, 1 other automotive mechanical installer (this is a position for people who do basic work on cars like oil changes), oddly a delivery service driver and door to door distributor and lastly an administrative officer paid $36 per hour or higher as it was approved in Q4 2025.

3. Pier 7497 LTD is Cloud 9 Inn located at 3559 Caxton St, Whitecourt, AB

Since 2016 they have had 14 approved LMIAs, 13 of which are under the Low-Wage Stream.

2 hotel desk clerks, 7 hotel supervisos, 3 executive housekeepers and 1 light duty cleaner. They had 1 approved High-Wage LMIA, an administrative officer paid $36 per hour or higher in Q4 2025

4. 0799543 BC Ltd is Balkana European Bakery located at 33403 Maclure Rd, Abbotsford, BC

This company received a $15,000 grant from the taxpayers to implement a digital adoption plan. https://search.open.canada.ca/grants/record/ic%2C033-2024-2025-Q3-FR-28792%2Ccurrent

Despite this I can find no web presence about this business beyond their job postings. The address links several other businesses and when looking at Google Street View I don't see the business. I would like to know what their digital adoption plan is that they implemented.

I do believe that this is a real business as I found several people who claim this to be their employer on LinkedIn, I just think they have absolutely no online presence.

They have received 8 approved LMIAs since 2018. 5 food processing labourers, 1 baker, 1 supply chain supervisor and an administrative officer paid $34.62 per hour or higher on the High-Wage Stream.

5. Ace Electric Ltd is Ace Electrical located at Unit #5, 8333-130th Street; Surrey, BC

Has had 6 approved LMIAs since 2022. 3 electricians, 1 construction trades helper, 1 administrative assistant and 1 administrative officer paid $34.62 per hour or higher through the High-Wage Stream which was approved in Q4 2025.

6. Advance Pallet & Crate Ltd. is Advance Pallet and Crate located at 12140 Old Yale Rd, Surrey, BC

Has had 6 approved LMIAs since 2022. 1 Material Handler, 1 other wood products assemblers and finishers, 2 supply chain supervisors (including one after the median went to $34.62 per hour), 1 occupational health and safety specialist and 1 administrative officer paid $34.62 per hour or higher.

7. Beeta International Education Group Inc. is Beeta International Education Group located at 2048 W 41st Ave #210, Vancouver, BC

A consultancy group that helps international students study abroad. Has had 7 approved LMIAs since 2022. 2 marketing professionals (including one when the median was $34.62 per hour or higher), 1 administrative assistant, 1 educational councilor and 2 administrative officers with one paid $34.62 per hour or higher

8. Cambie Physiotherapy and Health Clinic Inc. is Cambie Physiotherapy and Health Clinic located at 4111 No 5 Rd, Richmond, BC

Has had 3 approved LMIAs since 2024. 1 medical administrative assistant, 1 other technical occupations in therapy and assessment and 1 administrative officer paid $34.62 per hour or higher

9. Cleanology Services Ltd. is Cleanology Services located at 15300 Croydon Dr Suite 300, Surrey, BC

Has had 7 approved LMIAs since 2022. What's interesting about this company is prior to the restrictions going on limiting employers from using the Low-Wage Stream in regions with 6% unemployment or higher they exclusively applied under the Low-Wage Stream. Under the Low-Wage Stream they had 4 administrative assistants approved in a 12 month period Q3 2022 to Q3 2023. 1 cleaning supervisor was also approved. In Q4 2025 they had a cleaning supervisor and an administrative officer approved under the High-Wage Stream at $34.62 per hour or higher.

10. Dr Marlin Malik Samuels is Dr. MMS located at 833 Homer St #1605, Vancouver, BC

This is a first time applicant who was approved for an administrative officer. I found the exact job posting and they were offering $36.80 per hour. The work location appears to be a private residence so it appears that they are working remotely for the doctor.

11. East to West Traffic Control Ltd. is East to West Traffic Control located at 8312 133 St, Surrey, British Columbia

This address is a house. They have had 5 approved LMIAs since 2024. 1 construction trades labourer, 1 receptionist, 1 administrative assistant, 1 bookkeeper and an administrative officer paid $34.62 per hour or higher. They were also rejected for one additional administrative officer in Q4 2025.

12. Express Box Delivery Corp. is Express Box Delivery located at 19265 Airport WayPitt Meadows, BC

This is a delivery company that has had 5 approved LMIAs. Over just 9 months they had 4 Supervisors of motor vehicle operators approved from Q4 2023 to Q3 2024. They also had an administrative officer approved for $34.62 or higher in Q4 2025.

13. Far East Construction Ltd. is Far East Construction located at 15788 104 Ave, Unit 54, Surrey, BC

This is a home based business that has 2 approved LMIAs an administrative officer and a drafting technologist/technician both paid $34.62 per hour or higher under the High-Wage Stream

14. Harman Immigration Inc. is Harman Immigration located at 203-110 highway 33 W, Kelowna, BC V1X 1X7

An immigration consultant. Has received 1 LMIA approval which is an administrative officer paid $34.62 per hour or higher under the High-Wage Stream

15. Harmony G Key Musical School Ltd. is Harmony Language School located at 3157 Kingsway, Vancouver, BC

Since 2019 they have had 9 approved LMIAs. 1 musician/singer, 4 administrative assistants, 1 marketing coordinator, 1 college and other vocational instructors, 1 manager in customer service, 1 Administrative Officer paid $34.62 per hour or higher through the High-Wage Stream in Q4 2025.

16. Master Dental Solution Ltd. is Master Dental Solution located at 943 E Hastings St, Vancouver, BC

This company is a dental laboratory with 16 approved LMIAs since 2018. 1 dental assistant, 9 dental technologists, 2 other administrative managers, 2 administrative assistants and 2 administrative officers including one paid $34.62 per hour or higher in Q4 2025.

17. Moosevape Canada Ltd. is Moosevape Newton located at 7330 137 St Unit 1107, Surrey, BC

A vape shop that received two approved LMIAs in Q4 2025 under the High-Wage Stream for $34.62 per hour or higher: an administrative officer and a marketing coordinator

18. North Mountain Construction Ltd. is North Mountain Construction located at 5643 Taghum Frontage Rd., Nelson, BC

This company received its first two approved LMIAs in Q4 2025 a construction manager paid at least $51 per hour and an administrative officer paid $37 per hour.

19. Oscar Freightways Inc is Oscar Freightways located at 2760 Gladwin Rd unit 103, Abbotsford, BC

Their USDOT lists a house as the physical address but Google Street View does show that the physical address has signage indicating that the address above is correct. They have had 4 approved LMIAs all in 2025 under the High-Wage Stream of $34.62 or higher: 1 truck driver, 1 automotive service technician, 1 supply chain supervisor and 1 administrative officer. The only one that has a median wage of greater than $34.62 is the automotive technician NOC

20. Pro Ledgers Inc. is Liberty Tax Service located at 9222 Young Rd, Chilliwack, BC

They have had 9 approved LMIAs since 2019. 3 Bookkeepers, 6 asministrative officers. The most recent asministrative officer was paid $34.62 per hour or higher to meet the High-Wage Stream in Q4 2025.

21. Revelation Security Services Inc. is Revelation Security Services located at 773 6th St #105, New Westminster, BC

This is the head office location. This company owns a few Subway locations in Delta and Vancouver at the minimum based on advertisement activity. They have 16 approved LMIAs since 2017. 5 restaurant managers, 8 food service supervisors,1 food counter attendant, an administrative officer paid $34.62 or higher in Q4 2025 and a purchasing manager paid at least $50 per hour in Q4 2025.

23. TDR Electric Inc. is TDR Electric located at 1273 Clark Dr, Vancouver, BC

Received 3 approved LMIAs in 2025 all High-Wage paid above $34.62 per hour. 2 electricians and 1 administrative officer.

24. Time Education Inc. is Time Education located at 5300 Number 3 Rd Unit 412, Richmond, BC

A tutoring company. It has 16 approved LMIAs since 2016. 3 Education policy researchers, consultants and program officers, 1 food service supervisor (this was in 2016 so maybe they had a restaurant at the time), 1 customer and information services supervisor, 2 marketing coordinators, 2 marketing managers, 2 administrative assistants, 1 computer network technician, 1 manager in customer service, 1 CEO approved in 2024 paid at minimum $50 per hour and an administrative officer paid at least $34.62 per hour under the High-Wage Stream in Q4 2025.

25. Trueman Immigration Ltd is Trueman Immigration located at 8128 128 St Suite 266, Surrey, BC

An immigration consultancy. It has had 3 approved LMIAs. A marketing coordinator and administrative officer hired in 2022 and an administrative officer paid at least $34.62 per hour in Q4 2025.

26. VGC Education Inc is VGC International College located at 411 West Hastings Street, Vancouver, BC

International college and first time filer. Got an administrative officer for $34.62 per hour or higher in Q4 2025.

27. Western Fence & Gate Ltd is Western Fence and Gate located at 6340 148 St, Surrey, BC

Approved for 6 LMIAs since 2023. 1 administrative assistant, 1 labourer in metal fabrication, 2 welders, 1 protection and transportation logistics coordinator and an administrative officer paid $34.62 or higher through the High-Wage Stream.

28. Canadian Pathway Immigration Services (CPIS) Inc. is Canadian Pathway Immigration Services located at 1176 Pembina Hwy, Winnipeg, MB

Another immigration consultancy. They have received 6 approved LMIAs since 2022. 1 administrative assistant, 3 Bookkeepers, 2 administrative officers including 1 paid $30 or higher in Q4 2025.

I looked through Q4 2025 and found over 600 business that obviously inflated their wage to be High-Wage to avoid refusals to process and not hire Canadians or Permanent Residents. You can find this list here: https://www.reddit.com/r/CanadianVisaReform/s/XxqByjHbuw

All that we can see are the legal business name, the position, stream approved for and postal code. This leaves them semi-anonymous when they use a numbered company as their legal name. I went through lmiagrader.com and searched for these businesses and looked to see if they have previously been approved for a low-wage LMIA for the same position and then used publicly available data to find the company's actual name as the public would know it. There are some that I could not 100% confirm the identity of, so I did not include to ensure that nobody is falsely named. Here is the list of people who were approved for High-Wage Administrative Officers that were previously approved under the low-wage stream:

1. Everest Transportation Inc. is Everest Transportation located at 12155 Coleraine Dr, Bolton, ON

This company has received 22 positive LMIAs since 2017. 2 Administrative Assistants under the Low-Wage Stream in 2020 and 2024. Under the High-Wage Stream they received 1 Administrative Officer, 3 Truck Drivers, 1 database administrator, ,1 administrative assistant, 1 bookkeeper before the restrictions went into place. After the High-Wag Stream changed to $36 per hour, they were approved for 2 supervisors of motor vehicle operators, 1 administrative assistant, 1 human resources officer, 1 CEO paid at least $52 per hour, 1 manager of transportation (somehow less than a CEO but paid more) at $54 per hour or higher, 1 bookkeeper and 1 administrative officer all in 2025.

2. Fivestar Insurance Brokers Ltd. is Fivestar Insurance Brokers located at 8501 Mississauga Rd, Brampton, ON

Has had 3 approved LMIAs since 2021. All are Administrative Officers including one for $36 or higher in Q4 2025.

3. GN Transport Ltd is GN Transport located at 163 BOWES ROAD, CONCORD, ON

In my opinion this one is concerning. According to their USdot they have only 24 drivers and 13 trucks (https://safer.fmcsa.dot.gov/query.asp?searchtype=ANY&query\_type=queryCarrierSnapshot&query\_param=USDOT&query\_string=872574).

They have been approved for 19 LMIAs since 2017. 2 business development consultants in 2017, an automotive service technician and supply chain supervisor in 2019 and then between 2021 to 2024 they were approved for 3 truck drivers, 1 welder, 1 supply chain supervisor, 1 purchasing agent, 1 dispatcher, 1 heavy duty equipment mechanic, 1 bookkeeper and 1 administrative assistant. In 2025 when median wage rose to $36 per hour they hired 2 truck drivers and 2 administrative officers at that wage or higher.

4. J & F Seafood Corp is J & F Seafood located at 7900 Huntington Rd unit 3, Vaughan, ON

This is a fish and seafood wholesaler. In 2024, this company was granted a LMIA under the Low-Wage Stream for a Food Processing Supervisor. The following year when they increased the median wage, they applied for a Butcher and an Administrative Officer for $36 per hour or higher and received approval.

5. Janex Auto Sales is Janex Auto Sales & Service located at 1138 Carling Ave, Ottawa, ON

This company is a used car dealership and was approved for 2 High-Wage LMIAs in 2025 an Administrative Officer and an "other small engine repairer". I looked up the NOC for the other small engine repairer and it is a NOC for people who repair small engine machines such as a lawn mower or a tractor. This in my opinion does not fit with the business as it is a car dealership. My speculation is that the business applied for an other small engine repairer that they intend to fix cars but because Ontario has strict licencing required to work on cars, they decided to apply as a small engine repairer and hire someone that doesn't have the certification in Ontario which would pass them through the work permit check.

6. Jetswing Logistics Ltd. is Jetswing Logistics located at 25 Michigan Ave, Brampton, ON

A trucking company located in a house. Hired an Administrative Officer under the High-Wage Stream in Q4 2025

7. Johal's Transport Services is Johal Trucking located at 830 Westport Crescent, Mississauga, ON or possibly 9 Lauderhill Road, Brampton, ON

Hired an administrative officer under the High-Wage Stream in Q4 2025. I am unable to find the USdot for this company as there is another company registered in USA with this name. The registered postal code for the work location is L6P 2Z1 which links to Lauderhill Road in Brampton (a residential street). Although there is a company registered to the same postal code called Mars Freight Ltd at 9 Lauderhill Road there are no others. I think this is likely the operating business. Google and the company's website have completely different addresses and postal codes.

8. Kahlon-Puri Veterinary Professional Corporation is Rutherford Road & Hwy 400 Animal Hospital located at 3120 Rutherford Rd, Concord, ON

Since 2022 they have had 3 LMIAs approved all under High-Wage Stream. 3 administrative officers and 1 administrative assistant

9. Klair Transport Ltd. is Klair Transport located at 17 Gamson Crescent, Brampton, ON

Another one that I can't confirm the USdot for because another company has the same name in USA. Google shows a completely different address but the LMIA is registered to L6R 0V7 as their work address. When you look up this postal code and Klair Transport, you get a hit on Yellow Pages indicating this is the address which matches the postal code. Meaning it is run from a house and has no clear USdot (they could be a subcontractor using someone else's). 8 LMIAs were approved since 2023. 1 heavy duty equipment mechanic, 3 truck drivers, 1 administrative assistant, 1 bookkeeper, 1 administrative officer and of course 1 CEO paid over $50 per hour. Pretty cramped house.

10. Koza Technology Consulting Ltd. is Koza IT Services located at 150 Katimavik Rd #201, Ottawa, ON

This IT consultancy hired their first LMIA worker an Administrative Officer under the High-Wage Stream paid $36 per hour or higher.

11. Mighty Freight System Inc. is Mighty Freight System located at 71 Haviland Circle, Brampton, ON

First time applicant that was approved for an Administrative Officer under the High-Wage Stream in Q4 2025. It is run out of a house in Brampton which is the work location. 12. Montana Group of Companies Ltd is Montana Group located at 13 Holland Dr Unit 11-12, Second Floor, Bolton, ON

They received 10 approvals since 2018. 2 of their approvals were for administrative assistants under the Low-Wage Stream in 2022 and 2023. They received 4 truck drivers under the High-Wage Stream before the median wage range (2020-2024). After the median wage increased to $36 per hour, they hired 3 TFWs under the High-Wage Stream: 1 administrative officer, 1 supervisor of supply chains, 1 supervisor of motor vehicle operators.

13. Nan's Tax Services Inc is Nan's Tax Services located at 209 - 370 Steeles Ave W, Thornhill, ON

This business is an accounting firm. They had 3 TFWs approved. 2 under the Low-Wage Stream before the median wage increased in 2023 and 2024: an administrative assistant and a bookkeeper. After the median wage increased they hired an additional administrative officer.

14. Omega Software Services Ltd is Omega Software located at 22 Ensign Place, Scarborough

There is a website for Omega POS Software but this might be a different business as all indications show this is run from Oakville, ON. Omega Software is run from a residential address in Scarborough. Since 2022 they had 4 approvals. 2 Software Engineers and 2 Administrative Officers. Previous to the restrictions being put in place limiting Low-Wage approvals in Toronto, they applied for an administrative officer under the Low-Wage Stream. After in Q4 2025 they applied undert the High-Wage Stream.

15. Punjab Tax Solutions is Punjab Tax Solutions Mississauga located at 1332 Khalsa Dr Unit 9, Mississauga, ON

They received approval for a bookkeeper in 2024 under the Low-Wage Stream and then received approval for an administrative officer under the High-Wage Stream in Q4 2025 when the median wage increased to $36 per hour or higher.

16. Raenan Consultancy Inc. is Raenan Consultancy located possibly at 140 Yonge Street, Toronto, ON M5C 1X6

This is an interesting one. This consultancy has previously filed for an address in Brampton but has recently changed their registered work location to M5C 1X6. When you google the business no address is listed. I looked through 5 different ads that they have for jobs that were leftovers for their LMIAs and not a single one has the address, just M5C 1X6. This postal code only covers 140-146 Yonge Street in Toronto and none of these buildings appear to have Raenan Consultancy in it. Why are they trying so hard to hide the address? Is it possible that they are registered to this coworking space located at 140 Yonge Street? https://www.iqoffices.com/all-locations/toronto-locations/140-yonge-street/

An interesting tidbit is that all their ads say that the position is in-person only, no remote option. Where is the office Raenan Consultancy?

They were approved for 9 LMIAs since 2022 all under the High-Wage Stream including an administrative officer that was hired after the median wage went up to $36 per hour. In addition they had 1 administrative officer, 1 administrative assistant, 1 bookkeeper, 2 user support technicians, 1 computer programmer, 1 software engineer and 1 CEO. Based on the number of administrative office positions one would think that you could easily find the address of this business?

17. RE/MAX Real Estate Centre Inc. is RE/MAX Real Estate Centre located at 766 Old Hespeler Rd, Cambridge, ON

First time filer. Received approval for an administrative officer under the High-Wage Stream when the High-Wage Stream is $36 per hour or higher

18. RW Canada Ltd is RW Canada located at 2275 Upper Middle East Road Suite 200. Oakville ON

The business was registered in 2020 at 333 Bay St. Bay Adelaide - West Tower, Suite 5100 Toronto ON which is a co-working space. The new address in Oakville is a co-working space. There is no web presence for this business so I am not able to figure out anything about them or what they claim to do. However, they were approved for an administrative officer under the High-Wage Stream in Q4 2025 for $36 per hour or higher.

19. White Gold Food Inc. is White Gold Food located at 310 Eddystone Ave, North York, ON

A manufacturer of frozen food. Hired an Administrative Officer under the High-Wage Stream when the median wage to qualify for this stream is $36 per hour or higher.

And we are officially out of Ontario for the asministrative officers. I still have administrative assistants to do, but we are in to Alberta as Manitoba and Saskatchewan had no approved administrative officers under the High-Wage Stream.

20. 1566323 Alberta Ltd is Hillview Childhood Development Centre located at 331 Woodvale Road West NW suite 10. Edmonton, AB.

These guys pulled down their ads quick but they couldn't pull down a job scraper so I was able to find the business address and confirm their identity. In 2016 this business as approved for an early childhood educator. In 2017 they were approved for two bookkeepers. Since 2022 they were approved for 5 early childhood educators, an administrative officer under the Low-Wage Stream and oddly a food counter attendant. Under the High-Wage Stream they applied for an office administrator for $36 per hour and received approval.

21. 329825 Alberta Ltd. is Kids Haven Child Care located at 2 E Sir Winston Churchill Ave, St. Albert, AB

They received an early childhood educator approval in 2017 and then had a long break before applying and receiving approval for an administrative officer in Q4 2025 under the High-Wage Stream for $36 per hour or higher

22. Mann International Education Limited is MITT Immigration located at 2427 90B St SW, Edmonton, AB T6X 1V8, Edmonton, AB

The employer is an immigration consultancy. They have had 3 approvals since 2023. Very odd in my opinion is the approval of a cashier in 2023. There does not appear to be a business that would have a cashier. They also had a bookkeeper and an administrative officer approved under the High-Wage Stream

Has had 3 approved LMIAs since 2023. The first two in 2023 both under the Low-Wage Stream at less than $24 per hour including an Administrative Assistant and a Residential and Commercial Installer. They decided to increase their wage to at least $30 per hour to meet the High-Wage Stream when they got an approval in Q4 2025.

3. Point Queen Fisheries Ltd. is Point Queen Fisheries located at 1207 NB-172, L'Etete, NB

This company is a fish plant but what is unusual is that most fish plants have lots of LMIAs for fish plant workers but this business has been approved for a few office workers. It has had 7 approved LMIAs since 2021. They were approved for a Purchasing Officer, Retail Buyer and Administrative Officer at the High-Wage Stream. They only applied for fish plant workers once in 2023. There are a couple times they were approved for Butchers in 2024 and 2022 and they were also approved for a food and beverage processing supervisor in 2022. 4. Evolving Web Inc. is Evolving Web located at 4388 R. Saint-Denis suite 200, Montreal, Quebec

Since 2020 they have been approved for 14 LMIAs including an Administrative Officer for $34.62 or higher in Q4 2025. Besides that they have been approved for 2 web developers, 1 information systems specialist, 2 web designers, 3 computer programmers, 1 graphic designer, 1 advertising manager, 1 other administrative officer at a lower wage and 1 information systems analyst.

5. Orchestre Symphonique de Montréal/Montreal Symphony Orchestra located at 1600 Rue Saint-Urbain, Montréal, QC

Was approved for one Administrative Officer paid $34.62 or higher in Q4 2025.

6. Fromagerie L'Ancêtre Inc. is Fromagerie L'Ancêtre located at 1615 Boulevard Port Royal, Bécancour, Quebec

A cheese shop. Has had 7 LMIAs approved since 2022, 6 of which are Food processing labourers. Recently in Q4 2025 they were approved for an Administrative Officer paid $34.62 or higher.

7. 1000479722 Ontario Inc. is Mary Brown's Chicken located at 995 Wellington Rd, London, ON

Was approved for 3 Low-Wage LMIAs since 2024 (2 Cooks, 1 food service supervisor). Now it has been approved for an Administrative Officer for $36 or higher in Q4 2025. I am not sure why a Mary Brown's requires an Administrative Officer.

8. 12963931 Canada Inc. is Highway Train Inc. located at 70 Abitibi Lake Drive Brampton ON

This company was founded in 2021 and has 4 LMIAs approved since 2024. It appears to be a trucking company or was. I first found the registered address of the company on the federal corporations database. When I search the address it is a house in Brampton. There are no registered businesses on Google. I found the history of the job postings which mention trucking so I searched the address and USDOT and found that there was a trucking company registered there with 2 trucks called Highway Train Inc. the postal code of the house matches what is on the LMIA data so it must be correct. The approved positions were an administrative assistant, a bookkeeper, a CEO and an administrative officer. Must be a cramped house to run a full office out of it with a CEO running board meetings to get their two trucks running well - or was, I'm sure they let ESDC know they stopped running the two trucks.

9. 1458013 Ontario Inc. is Aire One Heating and Cooling KW located at 1069 Victoria St N, Kitchener, ON

Was approved for an Administrative Officer paid $36 or higher in Q4 2025

10. 1485603 Ontario Inc is Lifeline Fire Protection located at 50 Casmir Ct Unit 6, Concord, ON

This company was approved for 6 LMIAs in 2025 but never applied before that year. They were approved for 1 administrative manager paid at least $50 per hour, 1 marketing manager paid at least $57 per hour, 1 financial auditor paid at least $40 an hour, 2 Administrative officers paid at least $36 per hour, and 1 other repairer or servicer paid at least $36 per hour.

11. 2062640 Ontario Inc. is Thunder Transport located at 43 LISSON CRESCENT, BRAMPTON, ON

Another one run out of a house. It is a trucking company with 29 drivers. They were approved for a truck driver and an administrative assistant in 2021 and 2022 under the Low-Wage Stream but recently got approval for a truck driver and administrative officer for $36 or higher in 2024.

12. 2100377 Ontario Inc is Fabstyles located at 2748 Slough St, Mississauga, ON

A home goods store that was recently approved for 2 Administrative Officers in 2024 at a wage of $36 or higher. I would like to know why they need 2. A trucking company with 60 drivers. They were approved for 3 truck drivers since 2021. I'm Q4 2025 they were approved for an Administrative Officer and "Other Trades Helper and Labourer" a position which requires no experience or education for $36 per hour or higher. I missed this NOC on my initial scan Q4 data

14. 2378525 Ontario Inc. is Kanda Optical located at 5981 Steeles Ave E, Scarborough, ON

This trucking company hired an administrative officer and administrative assistant for $36 per hour through the High-Wage Stream in Q4 2025

16. 8682470 Canada Inc is Chang Xin Construction located at 2075 Kennedy Road, Suite 110 , Scarborough , ON

Hired 3 LMIA workers through the High-Wage Stream in 2025. 1 Cabinetmaker, 1 Administrative Officer and one Construction Trader Helper (a position that requires no experience or education) for $36 or higher.

17. A Saachi Insurance & Investment Services Inc. is located at 98 Apple Valley Way, Brampton, ON

An insurance broker. The address is a house in Brampton. They hired an Administrative Officer for $36 or higher through the High-Wage Stream in Q4 2025. 18. Airport Cargo Warehouse Inc. is Airport Cargo Warehouse (A.C.W.) located at 3105 Orlando Dr, Mississauga, ON

This warehousing company has had 3 approvals since 2024. An administrative assistant and a production coordinator under the Low-Wage Stream before applying for an administrative officer under the High-Wage Stream for $36 or higher in Q4 2025.

19. All Solutions Insurance Inc. located in Brampton L6R 0Y7

A Martin Kaminski first - putting a business I can not positively identify on the list. They were approved for an Administrative Officer for $36 per hour or higher and clearly state their name in their legal registered name. As insurance brokers you would think I could very easily find this info online. However, there is a company of this name operating in the US but none in Canada. When I search for the registered postal code and insurance two companies come up: Punjab Insurance and Sound Insurance. Maybe someone has more insight and for that reason I'm putting it on the list breaking my golden rule.

20. Alte-Rego Corporation is Alte Rego located at 36 Tidemore Ave, Etobicoke, ON

A manufacturer of plastic products. They have 4 approved LMIAs since 2019, 3 under the low wage: a chemical technologist, a manufacturing labourer and a plastic processing machine operator. They hired an Administrative Officer under the High-Wage Stream in Q4 2025.

21. Aujla Law Office Professional Corporation is Aujla Law located at 218 Export Blvd Suite# 406, Mississauga, ON

This immigration attorney was approved for an Administrative Assistant under the Low-Wage Stream in 2024 and an Administrative Officer under the High-Wage Stream in 2025.

22. Byogo Inc. is Byogo located at 61 Telson Rd Unit 1, Markham, ON

This e-commerce company that has its website primarily in Chinese has had 5 approvals under the High-Wage Stream since 2023: 1 computer programmer, 1 supply chain supervisor, 1 corporate sales manager paid at least $60 per hour, 1 supervisor of motor vehicle transportation occupations, 1 administrative officer.

23. Clyde River Consultants Inc. is Clyde River Consultants located at 33 Clyde Road, Brampton, ON

All that we can see are the legal business name, the position, stream approved for and postal code. This leaves them semi-anonymous when they use a numbered company as their legal name. I went through lmiagrader.com and searched for these businesses and looked to see if they have previously been approved for a low-wage LMIA for the same position and then used publicly available data to find the company's actual name as the public would know it. There are some that I could not 100% confirm the identity of, so I did not include to ensure that nobody is falsely named. Here is the list of people who were approved for High-Wage Retail Store Supervisor that were previously approved under the low-wage stream:

Previously hired a Retail Store Supervisor under the Low-Wage Stream at a wage less than $20 per hour and offered the position to a foreign worker through the program at a wage greater than $30 per hour in Q4 2025.

2. 7740662 Canada Inc. Is Dollarapneus located at 10575 Bd Sainte-Gertrude, Montréal-Nord, QC

In 2022 they hired a Retail Store Supervisor with a wage under $26.37. In Q4 2025 they increased the wage to $34.62 or higher to meet the High-Wage Stream of the program.

3. 9447-2941 Quebec Inc is Ultramar located at 1371 Grande Allée Avenue, Terrebonne, QC

This gas station hired a Retail Store Supervisor with a wage under $26.37 in Q4 2023 and then hired a Retail Store Supervisor for $34.62 or higher in Q4 2025. 4. 1112728 Ontario Inc. is Surplus Electrical Equipment located 70 Snidercroft Rd Unit N, Concord, ON

In Q2 2025 (likely a drag over from before the changes in Q4 2024) they hired a Supervisor of Supply Chain Related Occupations for $27.88. in Q4 2025 they hired a Retail Store Supervisor at a rate of $34.07 or higher despite a Retail Store Supervisor having a median wage of $21.50 per hour in their region.

5. 1502583 Ontario Inc. is RaceTrac Gas located at 1417 Lakeshore Rd E, Mississauga, ON

This is probably the most egregious one I've seen yet. They were approved for a Web Designer/Developer in 2022 but I see no evidence of a website. Two Admin Assistants one in 2022 and 2023 and then a Retail Store Supervisor in Q4 2025 at greater than $34.07 per hour.

6. 2071768 Ontario Inc. is Petro-Canada located at 32 Cootes Drive, Dundas, ON and 1464 Highway 6 North, Hamilton, ON (this location is also an A&W)

This is another egregious one. 16 approved Low-Wage LMIAs for Retail Store Supervisors and Food Service Supervisors since 2017. In 2024 when the restrictions went on in Hamilton, ON instead of hiring Canadians they decided to increase the wage to $34.07 or higher and hired two Retail Store Supervisors at this wage to avoid the refusal to process in Q3 and Q4 2025.

7. 2259275 Ontario Ltd. is Canadian Tire Gas + located at 12001 Ontario, King City, ON.

Hired a Retail Store Supervisor for less than $24 per hour in 2023 and then hired one for $34.07 or higher in Q4 2025.

8. 2591733 Ontario Inc. is Pioneer Gas Station located at 350 First Street, Collingwood, ON

First time filer for $34.07 or higher Retail Store Supervisor. Received a negative for one and not the other in Q4 2025.

9. 2717922 Ontario inc. is Oakville Mitsubishi located at 1450 Speers Rd, Oakville, ON

Our first car dealership. Has received 6 LMIAs since 2024. This one has a really odd history. Before the changes they were approved for 2 Retail Store Supervisors at a low-wage below $24 per hour but on PR only instead of a work permit. My research shows this was a free LMIA that you used to give the person 50 points for having a job offer but you don't actually have a work permit attached. Since the changes went into effect they hired: an administrative officer, an automotive service technician, a bookkeeper and a Retail Store Supervisor for $34.07 or higher each all in 2025.

10. 2869010 Ontario Ltd. is Punjab Motor Group located at 109 Rexdale Blvd, #4b, Toronto, ON

First time filer. Got a Retail Store Supervisor for $34 .07 or higher in Q4 2025. Couldn't find someone to work for that wage in the country's most populous city. In my opinion I don't think this is a real business. The address is a truck driving school and their website displays no used cars although it claims to be a used car dealership.

11. A Class Collision Ltd. is A Class Collision located at 100 Rutherford Road South, Brampton, ON

This is also unclear. There are active links saying that A Class Collision operates here but the business appears to be closed or have rebranded. In January 2026 there was an arson attack at M Johal Auto Repair (https://toronto.citynews.ca/2026/01/13/brampton-rutherford-road-south-fire-truck-yard/) but there are also several other businesses located here at this specific location. The website for A Class Collision is dead. Either way this company is incredibly suspicious in my opinion as they were approved for 3 Retail Store Supervisors (auto body repair is not a retail store) in 2021 and 2023 that were under the Low-Wage Stream and then approved in Q4 2025 for Retail Store Supervisors at $34.07 or higher. In total this company was approved for 14 LMIAs since 2020 including 2 Bookkeepers, an Administrative Officer, several different trades related occupations.

12. Best Price Grocers Inc. is Best Price Grocers located at 2 Philosophers Trail, Brampton, ON

First time filer. Approved for a Retail Store Supervisor for $34.07 or higher in Q4 2025

13. Gatto Bros Inc. is Gatto Bros located at 629 Liverpool Rd, Pickering, ON

Filed for 6 Retail Store Supervisors since Q4 2023 which they received approval for. All were High-Wage so the 2023 one was about $28 per hour in wage and then subsequently increased to $34.07. I can find no info on what this business does. It appears to be incredibly small and in a small footprint so I don't understand why they need so many supervisors. They were refused for 2 additional Supervisors in Q4 2025 (although they received approval for 1 in the same quarter).

14. Kiosk Design Inc. is Kiosk Design located at 288 King St E, Toronto, ON

This furniture store received Retail Store Supervisor approval for a age of $34.07 or higher in Q4 2025. Did not apply since 2019 when they were approved for a Marketing Manager.

15. Milestar Tire Canada Corp. is Milestar Tire located at 170 Milner Ave, Scarborough, ON

Recieved approval for a Shipper or Receiver under the Low-Wage Stream in 2024 for less than $24 per hour which has a higher median wage than a Retail Store Supervisor. In Q4 2025 they received approval to hire a Retail Store Supervisor for $34.07 or higher.

16. Rentals 247 Inc. is Rentals 24/7 located at 2245 Wyecroft Rd Unit #1, Oakville, ON

This also does not appear to be a retail store in my opinion but a restoration contractor. They were previously refused in Q1 2025 for a Heavy Duty Equipment Mechanic. They were approved for a Retail Store Supervisor in Q4 2025 for $34.07 or higher.

17. Rex Beauty Inc. is BSW Beauty located at 3304 Keele St, North York, ON

This company has received 17 positive LMIAs since 2017. It is a wig and hair care store 6 Retail Store Supervisors under the Low-Wage Stream making under $24 ped hour from 2022-2024. They were approved for 2 Retail Store Supervisors in Q4 2025 at $34.07 or higher. This wig/haircare store has approved LMIAs for: a Retail and Wholesale Buyer at $34.07 or higher, an Administrarive Assistant paid $26.67 per hour, a Graphic Arts Technician paid above $28 per hour, a Graphic Designer paid above $28 per hour, and a Database Analayst and Administrator paid above $40 per hour. Must be selling a lot of wigs.

First time filer, has an approved Retail Store Supervisor for over $30 per hour.

Has been approved for 1 Low-Wage Stream Retail Store Supervisor in 2021 for under $22 per hour. Was approved for one High-Wage at $35.40 or higher Retail Store Supervisor in Q4 2025. Also was approved for two Cashiers under the Low-Wage Stream in 2022 and 2024.

21. 2165237 Alberta Ltd. is Beach Corner Liquor located at 53101 Range Rd 15, Parkland County, AB

Was approved for 5 Retail Store Supervisors from 2020 to 2024 under the Low-Wage Stream for below $24 per hour. In Q4 2025 they were approved for 1 at $35.40 or higher.

22. 650273 Alberta Ltd. is Centex Petroleum.

This business has over 150 locations and is a gas station chain. They have received 41 positive LMIAs since 2016. This in my opinion is very concerning as they previously were approved for exclusively Low-Wage LMIAs but now switched to High-Wage at $35.40 or higher including 8 Retail Store Supervisors since 2025 and worst yet is 2 Food Counter Attendants 1 in Q1 2025 and 1 in Q2 2025. I thought this was a mistake on lmiagrader but I checked the data and it's correct. I looked for this specific NOC in Q4 2025 and found no approvals. This NOC has no experience required and has a median wage of $15.50 in Alberta. In my opinion this is very very concerning.

Has had 17 approved Low-Wage LMIAs from 2019 to 2024 for 6 Retail Store Supervisors, 3 Food Service Supervisors, 1 Cashier, 3 Cooks, 2 Food Counter Attendants. Has had 2 approved High-Wage LMIAs in 2025 for Retail Store Supervisors at $34.62 or higher

28. 0919150 BC LTd. is Petro-Pass Truck Stop located at 41420 Yale Rd, Chilliwack, BC.

Had 1 Cook, 4 Retail Salespersons, 2 Food Counter Attendants approved in early 2025 under the Low-Wage Stream. Had 1 Retail Store Supervisor approved at $34.62 or higher in Q4 2025.

29. Ballowal Furnishings Inc. is Ballowal Furnishings located at 13251 72 Ave, Surrey, BC

Had a Retail Store Supervisor and Retail Store Manager approved for $34.62 or higher in Q4 2025

30. Clearbrook Return-It Depot Ltd is Clearbrook Return-It Depot located at 31550 South Fraser Way #23, Abbotsford, BC

This is a bottle depot which I also don't think meets the definition of a retail store. In Q3 and Q4 2025 they had a Retail Store Supervisor approved for $34.62 per hour and a Retail Store Manager approved for $46.15 per hour or higher (the median wage). In 2024 they were approved for an Other Administrative Manager paid at least $50 per hour and a bottle depot labourer in the Low-Wage Stream.

31. Glory Food Ltd. is Glory Meat Shop located at 14390 104 Ave, Surrey, BC.

Has had 18 approved LMIAs since 2018. All but 3 are for Butchers. They had one approved Low-Wage Stream Retail Store Supervisor in 2023 and then a Retail Store Supervisor paid $34.62 or higher in Q4 2025 and a Retail Store Manager paid $46.15 or higher.

32. Jaggar Holdings Inc. is Chevron gas station located at 1264 Esquimalt Rd, Victoria, BC

Has had 19 approved LMIAs since 2022. Under the Low-Wage Stream: 4 Retail Store Supervisors in 2024 and oddly 2 Data Entry Clerks one in 2023 and 2024. Under the High-Wage Stream they had 6 Managers approved since 2022 (they really churn them out!), a Bookkeeper, 2 Supply Chain Supervisors (another odd one), and now 2 Retail Store Supervisors approved at $34.62 per hour. This in my opinion is very concerning.

33. Roshan's Big Bazaar Ltd. is Big Bazaar located at 13639 100 Ave, Surrey, BC.

Since 2019 this company has had 17 approved LMIAs. It is a small grocery store. Low-Wage Stream approvals: 2 Butchers, 1 Material Handler, 1 Admin Assistant and 1 Retail Store Supervisor. Through the High-Wage Stream they have 3 Administrative Assistants including one in 2025 that would be paid $34.62 or higher, a Supply Chain Supervisor, a Bookkeeper, 2 Advertising and Marketing Managers, and a Retail Store Supervisor paid $34.62 or higher.

34. Sixteen Nine Enterprises Inc. is Sixteen Nine located at 14487 91B Ave, Surrey, BC

In my opinion this is also not a real business. It has been approved for 6 LMIAs since 2022. When you look up the address it is a house. The address on Yellow Pages is a house. The address is registered to this house. There is nothing here whatsoever. They were approved for 3 Retail Store Supervisors working at this house apparently under the Low-Wage Stream from 2022-2024. 1 Web Developer although there is no web presence to speak of in 2024. 1 Tailor in 2024 and recently a Retail Store Supervisor paid $34.62 per hour or higher in Q4 2025.

35. Thabico Foods North America Inc. is Thabico Foods located at 20351 Duncan Way #111, Langley, BC

Approved for a Retail Store Supervisor for $34.62 or higher in Q4 2025. This company does not appear to be a retail store but a bottler/distributor of imported coconut water.

36. Trail Applicances Ltd is Trail Applicances located at 3388 Sweden Way, Richmond, BC

This furniture store was approved for 3 High-Wage LMIAs in Q4 2025 at $34.62 or higher for a Retail Store Supervisor, Retail Buyer and a Computer Network and Web Technician. They were approved in 2023 for a Manager in Transportation paid $56 per hour or higher.

37. 1358937 BC LTD is Esso located at HWY 48 & 9TH AVE,. KIPLING,SK

Previously violated Saskatchewan TFW laws in 2024 but is now removed from their violation section (can only see a scrape of it on Google). Was approved for a Retail Store Supervisor paid $30 or higher in Q4 2025.

38. Basile and Sons Holdings Ltd. is Town N Country Restaurant located at 72 3rd St NE, Weyburn, SK

So a restaurant is definitely not a retail store. Prior to 2025 they were approved for a Restaurant Manager, Food Service Supervisor and Cooks under the Low-Wage Stream. In Q4 2025 they were approved for a Retail Store Supervisor and a Supply Chain Supervisor for over $30 per hour. I don't see anything indicating it's a retail store, maybe they opened a new business but the restaurant appears to still be functioning.

They have been approved for 19 LMIAs since 2023, all under the Low-Wage Stream until restrictions went in place including a restaurant manager, 2 food service supervisors and 14 food counter attendants at less than $26.37 per hour. After restrictions went in place they got approval for a restaurant manager and food service supervisor at a rate greater than $34.62 per hour.

3. 1000541639 Ontario Inc. is Subway located at 2597 Eglinton Ave W Toronto, ON

Never had an approved LMIA before. This Subway Sandwiches requested and received approval for a Food Service Supervisor paid at $36.00 or higher in Toronto in Q4 2025.

4. 1907605 Ontario Limited is the operator of both Popeyes Louisiana Kitchen's in St. Catharines, ON.

Previously approved for 3 Food Service Supervisors at below $26 per hour from 2021-2024. They chose to apply and receive approval for a Food Service Supervisor paid at least $36 per hour in Q4 2025
