Does anyone know what company Tempe uses as the process server to serve photo radar tickets?

How aggressive are they?

Paradise Valley tried to serve me once for a photo radar ticket. The guy came 3 Saturdays in a row (at around the same time), but I never answered the door and it got dismissed.

A buddy got a Scottsdale ticket. He said a process server tried to catch him twice at night around 8-9pm but he also never answered the door and it go dismissed.

I've heard horror stories of Tempe using illegal tactics such as just slipping the service under the door even if you are not home. (Although I have cameras and I would document that and definitely fight it or at least try to report improper service).
