How to fix/how bad is it, doc?

Am I just looking at some cement caulk and a prayer or should I be more concerned?

Yes, I am going to fix the brick soon.

Thanks in advance!

I'm wondering if this looks like lime based mortar. The previous owner patched with what appears to be a much stronger mortar so I'm worried it will lead to some brick cracking. I plan to have a sample tested but wanted to get am eyeball opinion first in case I'm wasting my time.

I tried the vinegar test but maybe I need to try it again to be sure.

As the title says, I was quoted $15K to put in a channel drain to keep water out of my garage. The quote also includes running 65 ft of down spout extensions from my gutters.

Correct me if I'm wrong, but the quote seems reasonable. I'm mostly wondering if anyone has any other ideas for a more simple solution to get water away while maintaining the use of the garage. It looks like they tried to dip the front of the garage enough to make a trough but it's not doing a good enough job.
