It is highly probable he operated as an intelligence asset—acting as a shadow middleman for clandestine organizations to execute the kind of dirty work they could never risk doing publicly.

Viewed through that dark lens, his horrific trafficking ring wasn't just a sick pastime; it was a calculated intelligence operation designed to gather blackmail (kompromat) on the world's most powerful people. His own participation in the abuse was essentially the equivalent of a drug dealer getting high on his own supply.
