I live in zone 5 and have a wolf river apple tree. It hasn't bloomed or made any leaves yet. Tree does not appear to be dried out and dead, I performed the scratch test and there was green underneath both small areas where I scratched.

My 3 other apple trees have leaves. If I need to replace it, I would rather do it in Spring than summer or fall, but if there's a chance it is still alive then I'd prefer to keep it. I am just clueless as to why there's no signs of leaves by now, but tree branches still have green and aren't dried out. Seems dormant but May seems too late for that.
