Did the ways to earn rewards change when we got the new tiers?

It used to be that we got our % back on every purchase, it didn't matter if there were clearance items in it or not.

I know that giftcards and clearance don't count toward the threshold (spend $35 get $5).

But i feel like it clearance isn't counting toward % back on every purchase now.
