If the war had ended, why would they whack Tony?
If the war with New York has been settled at that meeting in the warehouse, what is the whole fuss about Tony being killed in the end about? Why would they kill him if they themselves sanctioned a hit on Phil?
And if NY didn't kill him, then who else would?
One theory is that NY changes their mind and sees Tony as a potential informant - I think it's BS, there's not much credibility. Haven't been able to find much else.
