What do I do to make my bike legal in NJ?

Hi, I have owned my ebike for around 6 years now and in NJ they'll need to be registered and insured in July. My bike is a homebuilt conversion with a 1000 watt motor, tops out at like 25-28mph on flat ground using the throttle in the optimal gear, if you set it to the long gear it will stretch to like 30mph. I'm kinda lost on what to do here, it's got no VIN, no paperwork, no receipt, Chinese parts, nothing I can use to get insurance since there's no make/model, I'm kinda confused on what the process of registering and insuring the bike will be. I asked this question a few months ago and people just said to wait, so now I'm asking again since I waited like 4 months, what do I need to do to make it legal? Or is it just gonna have to get thrown away? I don't wanna get a ticket or get it impounded for lack of registration

Edit; even if it did get impounded how would you get it out? There's no documents to prove it's yours and have a yard release it, yet you'll still get charged storage right? Is it just an infinite loop of getting charged storage fees? That makes absolutely 0 sense to me.

Turns out I dont have grants and i have to pay to avoid withdraw but cant afford it, what do i do?

I was told by financial aid when i took my first term that I could use grants on the second, now they're saying i have no grants to use and I'm expected to pay in 3 days or i get a financial withdraw. What do I do? I don't have the money to pay right now, I need that money to live, money is very tight and I cannot afford an extra thousand a month in payments and definitely cannot afford 4k to be spent right now. I didn't plan for any of this since they told me I would have grants when i spoke over the phone over 6 months ago, but turns out I don't. Do I just have to withdrawal? I'm lost here and feel so cheated, like I just had a rug pulled out from under me and a ball dropped. I have no scholarships and NJ doesn't offer tuition help, I got like 6k in PELL in 24-25 and now they're saying I have none for 25-26 which makes no sense, especially since I got told I could use grants on the seconds term. If i have to quit WGU do I lose all my progress? I have like half a degree that I would lose
