Considered ba as malpractice if ang "dentist" ko is actually a clinician?

Someone recommended this private dental clinic to me because they said the dentist is really good. When I checked their page, there was only one dentist and she was a woman. I made an appointment with them a few months ago for a filling and I was shocked because there were actually two dentists and one was a guy. The female dentist sat me in the dental chair so I thought she would be the one doing the procedure, but it turned out to be the guy.

I wasn’t satisfied with his work because the restoration didn’t look natural and it was rough. Since I saw his name on the coat he was wearing, I searched to see if he was a licensed dentist. When I checked with the PRC, nothing came up. I started overthinking because he might still be a student and I wondered why the female dentist didn’t supervise him at all.

Anyway, weeks after the appointment, I ran into him on the train and I was right that he really was still a student since he was wearing a white clinical uniform with his ID and nameplate. Now, my two fillings are hurting so I went back to the clinic to have them checked. I was really surprised because this time, the female dentist was the one seeing me, not the guy. He was just in the corner and seemed nervous while the dentist was talking to me.

So, is this considered as illegal practice since I proved that he was still a student and he wasn’t supervised by the female dentist while doing the procedure or checking his work? It’s frustrating because I paid properly but the quality of his work wasn’t good.
