Does Big 4 brand matter more than office market size?

For example, would EY OKC or Deloitte KC carry more weight than BDO NYC or Grant Thornton Chicago because of the Big 4 name? Or would the larger metro office provide better clients, networking, and exit opportunities?

Curious how people in public accounting would think about this tradeoff.
