Looking for advice: importing teff flour from Ethiopia through Port of Oakland + customs broker + food-grade 3PL

I’m in the early stages of starting a small food import/distribution business in California and I’m looking for advice on finding the right customs broker and possibly referrals to food-grade 3PL/warehousing partners.
Product: teff flour for human consumption
Origin: Ethiopia
Destination: California Oakland Open to (Long Beach, or Los Angeles as well)
Shipment format: 20 ft ocean container
Approx. weight: 44,092 lbs
Packaging: 50 lb wholesale bags
Inbound format: floor-loaded, not palletized
Expected volume: initially 1 container every 2 months, possibly growing to 1 container/month
Business model: B2B wholesale distribution to restaurants, bakeries, injera producers, and food distributors
I’m looking for a licensed customs broker who has experience with imported food products and can help with:
- HTS classification
- customs entry
- FDA Prior Notice
- FSVP-related guidance
- USDA/APHIS questions if applicable
- port/Oakland import process
- coordinating with drayage and warehouse partners
I’m also looking for guidance on finding a food-grade 3PL near the Bay Area/Oakland that can handle:
- floor-loaded container unloading/de-vanning
- palletizing 50 lb and 25 lb bags
- dry food-grade storage
- lot tracking
- FIFO/FEFO
- B2B outbound shipments, LTL, local delivery, and customer pickup
- food product insurance/warehouse liability coverage
A few questions for the group:
- For this type of import, should I look for a customs broker that specifically specializes in FDA-regulated food imports?
- Should the customs broker also coordinate drayage and warehousing, or is it better to separate broker, freight forwarder, drayage, and 3PL?
