How to sew openings in mooring cover to allow for the Bimini to remain up?

I bought a new mooring cover for our boat last year and noticed that it didn’t have openings for the bimini straps to attach through.

Not sure if I can describe this very well and I unfortunately do not have pictures of the previous mooring cover. The best way to describe them is kind of like half of a very small drawstring bag, sewn into the 6 holes in the mooring cover that correspond to where the bimini straps hook onto the window frame (in front) and the other two at the stern.

I’m a novice seamstress, but have done some of my own canvas sewing and repairs. I’ve also got an industrial sewing machine, but I’m just not sure how to make those drawstring bag things.

Is there another option, just like cutting a hole and reinforcing it with binding tape or something? I don’t want to mess up my mooring cover, either way.
