Should I repeat PK or start kinder?

My son is 4.5yrs. His birthday is the beginning of August and school starts Aug 1st where I live at.

We did PK the start of this school year but he was have behavioral problems. My spouse and I were moving school districts anyways and just made the decision that the best answer for him would be to keep him home for the rest of the school year and help him regulate more (yes we worked with him and did therapy as well, he wasn’t just sitting at home). He’s also diagnosed with ADHD and hard of hearing. Anyways, now that registration is coming up again. I’m in a pickle of what’s best for him. Repeating PK or starting kindergarten. His teachers told me it’s not his learning ability, it’s his impulse control that gets him in trouble.

Because of his birthday, he will always be either the oldest or youngest. It’s just what is better.. to start kindergarten this upcoming year 4 turning 5 or wait until next year 5 turning 6.
