Constant leak - tried everything

I bought my flat (Victorian converted terrace) 4 year ago, and have had constant problems with water on one of my bedroom walls. I’ve tried lots of different things and spent a lot of money trying to fix it but am at a complete loss!

When there is bad rain and it’s cold in the winter, I get these drips on my bedroom wall, causing damage to the plastering.

I’d really appreciate any suggestions or ideas. I really don’t know what else to do.

Things I’ve tried:
- Replacing windows - replaced rotting sash windows with brand new expensive new hardwood sash windows from a very reputable window company
- Before replacing windows, I had replaced the rotten part of the original window and repaired window
- Painting and repairing window sill
- Spraying outside wall with waterproofing
- Re plastering and repainting inside wall
- Recently bought a dehumidifier for the bedroom, in case it is condensation
