Did they reveal who drags Dawner's Triumph around?

There are two harnesses and the Warcom article mentions "these floating memorials are dragged alongside Sigmarite armies in times of war." But did they specify who? Like the harnesses look like they'd fit on an ogor, though I could see gargants lugging them around easily. Hell, there's plenty of art of flagellants lugging giant altars, but I don't think that's the intent here.

Is there a lore reason for the lacks of ghosts in a Soulblight army?

The obvious, real-world reason is because spirits are separated into their own faction, the Nighthaunts. But has there been an in-universe explanation?

I mean, the Hollow King has his ghostly attendants and (for the time being) the Mortis Engine/Coven Throne is borne aloft by spirits. So why wouldn't a vampire or necromancer have some spirit hosts in their army?
