Does the power point not allow magneton to evolve?

Considering how they updated ORAS to have New Mauville be a Electric field, it seems strange they didn't do the same for the Kanto Power Plant. It fills all the hallmarks of the other Johto-Sinnoh evos by only being in the post-game, allowing it to be bonus content without disrupting the main story.

How fast does the boddhisatva's hands move relative to Netero's prayer?

Meruem says the prayer is the only thing faster then him, but if that were the case then wouldn't the Nen construct's movements be slower? Asking because he adds the speed is the only edge Netero has over him, but netero doesn't use that speed to directly hit him, only to summon the statue. Does that mean the statue's Manipulated speed is equal to that of his prayer (and that is why Enhancement is so crucial to the ability despite Netero not chanelling that speed into a direct attack?)
