walt keeping jesse around

Why does Walter keep Jesse involved in the business after Gus points out the obvious in their very first meeting (he's a junkie, unreliable, etc)? Being smarter, more business minded, and a better chemist than Jesse, Walter could have simply said abandoned him after Jesse wields his pretend leverage in their 50/50 partnership ("you need me more than I need you, Walter"), or after Gus shows interest in partnership and explains his misgivings about Jesse. Walter's response to Gus's concerns was basically "Jesse is a loyal servant" -- but on the verge of a next level operation (at the time he had 40lbs ready to ship), Walt could have cut ties with Jesse entirely. I just don't get how loyalty alone, in the face of Jesse's other major character flaws, is reason enough to keep him around.
