Can I block a transaction from retrying every month

I’ve had a charge of about $900 for seller fees (note ebay) for about a year that tries to charge my card every month for a year but it declines every month bc I’ve had a balance. Is there a way I can get my card to block the company/transaction because I’m about to start the process to pay off my Discover card but don’t want the charge to go thru when I pay down the card. Thanks
