Let woman live/work in female only environment - and - let the man live/work in male-only environment.
The necessary overlap can be exercised in curated (surveillance) environment.
Allah even asked wives of Prophet PBUH (mother's of Ummah) to talk in purdah, as this is better and more pure for the their (wives) heart and companions heart. (Imagine the threat)
He who created, know the vulnerable motives.
How this can be practiced in Pakistan?
Separate schools/college are already their. Universities needs some alterations. Enforce segregation in co-education institutes.
Female teachers, and female doctors / paramedic staff - these 2 can easily be purified.
