I sewed some stick on velcro to a pair of compression shorts I have. velcro + sewing, total cost 12$.

I've worn them for two league games and some stick and puck sessions. They're solid and keep my hockey socks up on all four tabs.

I prefer shorts but I could do this to base layer bottoms if I wanted. Just an idea to save my money for ice time instead.
