How do I fully lose Morocco so I can get the achievement?

I declined their indepence, lost all the border conflicts but I haven't gotten the achievment. Am I doing something wrong? Does there need to be a bigger war?

When should I be changing which caudillo has more power?

During the start I made Salazar very strong, then the events happened:

Timor,

Barcelona,

AAS Corruption.

Haven't played more, but I am having a problem: I cannot rapidly change the power so Franco is the caudillo and fixes the AAS

So I am asking you guys, maybe you know when is the best time to change the Caudillos power.
