Okay, I have my belief of what needs to be done, what do you guys think needs to be done?

The company I work for is mostly a low voltage company. Burg, camera, access control. We sometimes do Fire alarm work.

My boss has a friend that owns a 3 story building. The installation of the fire alarm system was done by another company. My boss currently has a technician on site completely rewiring the entire system. As in, no paths will be the same as before when done. Rerouting and everything.

This will/should also include changes to the panel.

Here's where I find it questionable. My boss believes that since the devices are not being relocated and no devices being added, he does not need to pull a permit.

What do you guys think?
