St. Paul Public Schools

My partner and I are looking to move to the Mac Grove/Highland area in St. Paul for the long-term, so we have been looking into St. Paul public schools as we plan to start our family soon and want to move to a great school district/understand our options. Since we are originally from states that do not have open enrollment, we don't know much about it. I was wondering if we move to an area that is in the district of school that isn't the best fit for our child, how difficult is it to enroll into other public schools in St. Paul? I know there's probably a lot of factors, but for elementary schools like Horace Mann, Groveland Park, Randolph Heights, etc., is it easy to enroll in them? We personally do not want to enroll in private/charter schools or outside St. Paul, so just want to understand our options with open enrollment within St. Paul. Thank you!!
