What’s your impression of a girl who’s always described as serious, hard to approach, doesn’t joke around much, and mostly keeps to herself?

Also, I’ve noticed guys sometimes keep looking at me in a very obvious “interested” way — not just random eye contact — but they still never approach me, text me, or even send a follow request. It almost feels like they expect me to make the first move.
