It says "During Tactical Visor, Helix Rockets' cooldown is reduced by 80% and no longer interrupts firing Heavy Pulse Rifle."

To me the "no longer interrupts firing Heavy Pulse Rifle." means you can ult and shoot rockets both at the same time, and while rockets don't interrupts your left click they do interrupts your visor locking to targets making it weaker.

You can easily experiment in the practice range, select Ball as target, usually visor's duration is barely enough to kill ball, but if you start shooting rockets at the same time (not directly on ball but somewhere on an empty space) then visor won't kill ball anymore.
