task manager cpus usage vs process explorer

i noticed that my cpu was stuck at %100 utilization in task manager and i didn't have anything open in the background and i also ran a a couple scans for malware but found nothing i was going insane until i decided to try to use process explorer and it's showing the normal values so now i'm confused which one is telling the truth?

important to note that i only noticed this after the msi center software told me to update the amd chipset driver and i did
also i'm wondering if it could be because of the temperature? because my ryzen 5 3600 tends to run at 70c on idle
