I've had this model for several years and it's always done this. My previous brands (a Bella and a turbotronic) just ran the heating element at full throttle until they reached pressure so they got there way faster. Then obviously they'd cycle to maintain the correct temperature when pressure was reached.
Same recipes, same everything. The IPPP just draws out the preheating time to way longer than necessary because the heating element is only heating like 75% of the time during that initial ramp-up from cold.
