Sorry if this is a dumb question, but this will be my first year surf fishing during the summer. Will I need a beach badge if I’m fishing early morning and off the beach before 9/10am?

Can you still catch stripers on an incoming tide on the beaches? Specifically at sunrise/sunset? I’ve only fished outgoing tide because that’s what I’ve been told is the best but just curious.
