Playing again for the 1st time in years but can't seem to do any mission, this is the only one available. Do I get to do this later or do I need to do something else to access this?

EDIT Thank you all for the helpful advice. Finally got my first ship battle after idling for 8 minutes. Didn't drop Wine buy hey it's progress
