Chinese card stamp

If a Chinese card has the stamp is it always legit or can those be faked? Looking at some cards from an eBay seller and there are stamped cards in the reviews and 100 something reviews all positive. Just trying to cross my T’s before I pull the trigger.

So I bought a psa 8.5 off of eBay directly from PSA. There was a mark on the picture that I assumed was just a mark on the case being the card is an 8.5. I got the card today tough and there’s a dent in the card. No way does it match the grade. Am I just screwed?
