Any by laws against trying to fix water building up my property? Ive graded it twice and it was fine last year but is back to being unusable. I see some home direct water out to the street but is that actually allowed?

Im gonna call bylaw tomorrow or is there another department at city hall thats best equipped to help solve my problem?
