What am I doing wrong ?

I got the clucking bell on routine. I go in with the most cheap gear and car. Because its by far the easiest to get to.

Where it goes wrong is the first long hall. And its always the same thing.
I know when to take out all the guys EXCEPT the two guys at the end of the hall looking towards me. They do not go away and even when I think I take them out with headshots, one or both will always seem to get back up and run the alert.

Am I missing something ? they are quite hard to see as they are in darkness and im halfway at the end of the hall.
