Can't tell if its because of a mod bug or mod feature that I never looked into, but while playing as Arbaal the Oracles of Tzeentch was destroyed and I got the option to recruit him from the "recruit defeated lords" mod. Been playing with this mod for years now and I've never seen a cross faction confederation like this before.

Edit: mystery solved, its the Recruit Legendary Lord mod feature.
