Should I report this?

Hello, I’ve (20F)just gotten off the phone with my 13F sister. My sister feels she can’t express herself (she is a therian), because my mom yells at her and says she is “transgender” because of that. She also feels confused in her religion due to my mom telling her to constantly be in or out (as in not join zoom meetings etc). Lately I have been wanting to report verbal and emotional abuse but I don’t have any evidence except what the kids told me.

However, today when on the phone with my sister, she shows me her cat who has a gaping hole in his neck and the whole underside of his neck is just scratched with no fur. I was heartbroken this cat is only 1-2 years old. I asked my sister why he wasn’t taken to the vet, and she says mom is brushing her off and trying to find home remedies. The cat looks like it’s barely functioning. They live in a rural area with the nearest vets being an hour and a half away, however I feel this is urgent.

I asked my brother and he even said he didn’t care. He said he’s not attached to animals. I don’t know how to proceed. My sister is crying and upset because recently as well, my sister’s dog who we had for more than 6 years was let out by her father, Mango (dog) had been hit by a car and she died. When her father told her about it, he didn’t care either and told her that it was her (my sister) fault for not watching the dog.

Would this be enough to report to cps for anything?! I feel this has to be some kind of mental torture to see your cat going through that and no one cares!
