So I'm busy making my Feudal Guardsman here and listening to some lore videos when the topic of Penal Legions came up. This sparked a sudden thought that I wanted to ask the general populace, because I'm having ideas above my station.

Has there ever been lore for a Chapter which essentially acts as a reverse Deathwatch? Basically instead of sending the best and seeing service there as an honor (for most Chapters, anyway), has there ever been a Chapter designated for those Astartes who have been cast out of their Chapters, but deemed too useful to outright kill? And if there's not existing lore about it, would something like that make sense to exist as a sort of Inquisition project, similar to the Deathwatch?
