Attic Air-Sealing & Insulation Consideration/Pricing

Received back one of three pricing quotes to air seal and insulate 984 sf in the Northeast USA. The total project price is $16,319. Cost after discounts and rebates is $9,952.00.

I found this price to be astronomical. Anyone agree or know if this is to be expected with the two other pricing quotes?

Improve Existing Hatch/Door Air-seal the existing access hatch/door to stop leaks and insulate it with Thermax foam board: minimum 2.5 in (R-16) in the basement and 4 in (R-26) in attics/kneewalls; size 2 in x 2 in.
Create Minimum Walkway Install an approx. 1-ft-wide attic walkway using pine boards (or equivalent) for access — 39 lf.
Remove Existing Insulation Remove and dispose of existing insulation to expose cavities for air sealing and new insulation — 984 sf at 16 in depth.
Air Seal Recessed Lights Air-seal recessed light fixtures and/or shield non-IC-rated fixtures from insulation contact and heat buildup — 3 units.
General Air Sealing Seal common air-leak points (e.g., top plates and wiring/plumbing/vent penetrations) with caulk and one-part foam.
Insulate Ceiling Plane with Loose Fill Cellulose Blow loose-fill cellulose into/over joist cavities to insulate the ceiling plane — 984 sf; add 16 in depth for approx. R-58.
