Millers Glen vs Portmarnock (advice appreciated)

I’m currently living in Clongriffin (apartments near the DART station) and starting to look at buying a house. I’d really appreciate any advice or insights on two areas I’m considering: Millers Glen and Portmarnock.

Millers Glen (viewed 2 properties)

Property 1:
- Semi-detached, 3 bed / 3 bath
- Located in a small cove, short walk to Centra
- From the first phase of the development
- EA mentioned it’s brick-built externally with timber/wood internally
- Gas heating + solar panels for hot water
- Attic converted into extra living space (office/bedroom).

One concern I’ve heard is that attic conversions can sometimes cause issues with insurance or affect resale value if not fully compliant. Has anyone experience with this?

Property 2:
- End terrace, 3 storey, 4 bed / 3 bath
- Facing open green space near the play park
- Air-to-water heat pump system
- Noticed a large apartment development going up ~300m away

A few concerns here:
- Does anyone know if those apartments are social housing?
- Potential impact on parking (overflow, footpath parking, etc.)
- General anti-social behaviour, I’ve seen some of this in Clongriffin and would prefer to avoid it if possible.

The current owners only moved in around December and are selling due to relocating down the country to care for family. This might be true, or there could be another reason.

Portmarnock (Pebble Cove area) - Yet to arrange a viewing with the the EA
- Looking at 3 bed / 2 bath homes
- Have walked around the area and it seems nice
- Aware transport links (DART, etc.) are better than Millers Glen.

Key considerations:
- Resale value (planning to stay ~10 years). Or rent it out in 10 years time.
- Transport/access to city
- Long-term area development
- Parking and general environment
- Build quality / future-proofing

Questions
- Any thoughts on Millers Glen as an area long-term?
- Should I be concerned about attic conversions when buying?
- Any insight into the new apartment developments nearby?
- Would Portmarnock be a safer bet overall for resale and lifestyle? Taking into consideration the plane noise, wondering if they can be heard indoors.

Any advice or personal experiences would be hugely appreciated.
I’m not a FTB as I purchased and sold a my house years ago in a different part of Ireland.
